In general, if solder mask is too high , bad SMT make the components incomplete.It should be to produce "open circuit" phenomenon, or "cold welding." I do not know why cause shorted problems? It has three requirements for solder mask in industry , the worst is visible, as long as you can see there is a solder covering oil, followed 0.4mil in the copper surface, the more stringent standard is defined as more than 0.7mil. of course there are special applications, such as package carrier board there are some specifications defined above 1mil .Generally no problem as long as the reliability, thin is better for smt, but most manufacturers will not agree as visible standards for reliability . Specification is only for a reference, the main problem is that the specifications are what customers want, how to strike a balance between the circuit board and assembly needs, you have to work together with our customers.
